• The BESO project aims to improve the quality and equity of
primary education in the country as well as in Tigrai by promoting local
communities’ concern and action in improving the learning environment of
primary schools through the provision of grants.
BESO I and II Implemented Budget
• BESO – I 1996-2001 USD $ 2,695,132
• BESO II 2002-2006 USD $ 1,500,000
• A school Feeding Program was also implemented for one year in 80 drought
affected school with a budget of USD $1.025,000 that benefited 33,500 students.
• Total fund donated from USAID USD $ 5,220,132
• Local communities have contributed similar amount to the USAID grant as a
matching fund in labour ,material and cash.
Major school level implemented activities
• Strengthening the capacity of Parent Teacher Association (PTA) members to
administer their school and mobilize nearby school community to schools.
• Establishment of reading rooms and Pedagogical centres
• improving classroom resources
• Provision of assistance to female students
• Procurement of materials and equipments
• Improving school facilities
• Construction of add ional class rooms and maintenance of classrooms

• A total of 737 schools were benefited from the program under BESO I and BESO
II and tremendous school level activities were performed that enhance quality
and equity of education such as
2. Rehabilitation of schools affected by the Ethio-Eritrean conflict.
• In the efforts to rehabilitate war affected schools 24 primary schools were
supplied with furniture, school pedagogical center and sports materials with a
total out-lay of birr 1.3 million.

1.1.3 Assistance on text book development and Laboratory equipments
• Financial assistance was given to the Bureau of Education for textbook
development, printing of textbooks for use by primary school children
• Secondary school science laboratories furnished with equipment, chemicals and
other supplies, including television monitors, VCR's and videotapes.
Supply of reference books

Tutorial program in junior and secondary schools
• More than 10,000 secondary school (12) students are being tutored at a regular
school programme as well as during summer internship programme by university
students focusing in Mathematics, English language, Biology, Physics and
Chemistry.
• More than 20,000 upper primary (7-8) pupils are benefiting from the regular
tutorial programme in Mathematics, English language, Biology, Physics and
Chemistry.

• A high school for the gifted is established with an ultimate objective of
improving the human resource base of the nation funded from TDA's source and
donation
• Healthy academic competition created among more than 200 upper primary
schools thereby contributing towards improvement of students performance
• Ninety selected gifted students get a scholarship opportunity every year. The
physical capacity of the school is to accommodate 320 students
• Incredible results, with 90 students out of 110 candidates, scored 4.0 in two
academic years and the rest 30 students achieved a minimum of 3.2 for the same
year in the Ethiopian Schools Leaving Certificate Examination, which drew the
attention of many interested groups and organizations

1.2.2 Teachers' Capacity Building
• Supported teachers' capacity building programme focusing on subject matter and
instructional methodology offered by professionals from Howard University and
North Carolina State University of the USA
• Twenty-six teachers and twenty-four students are trained in computer
application and maintenance as entry point to computer technology in Secondary
schools by computer specialists of TDA members in UK
• Around 22,350 students and their teachers are able to learn the basics of
modern science.
1.2.3 Student prize award
• Prizes were awarded to more than 1700 high achieving students in the Ethiopian
Schools Leaving Certificate Examination to foster the sprit of academic
competition in secondary schools,
• Regional literary contests and academic competition among schools underwent
1.3 Established 11 public libraries, and supply of books
• Eleven public libraries built, furnished and initially supplied with about
20,000 reference, text and other related books.
• More than a quarter of million people, predominately students, teachers, as
well as government and non-government employees are served each year.
• Moreover, more than 15,000 valuable books are acquired and distributed to
preschool institutions, primary and secondary schools, higher learning
institutions, public libraries, and other government and non-government
organizations every year

1.4 Functional Adult Literacy program
More than 8900 adults drawn from two project Weredas of eastern and western
zones are taught basic Literacy and numeracy skills in 216 training centers
along with agricultural, environmental rehabilitation, personal and
environmental sanitation and family planning contents pertinent to livelihood
